The stage will be facing the Cathedral so the crowd can also stand in the cathedral stairs. As I'm writing this it hasn't yet been announced on Arcade Fire.com but I reckon it very soon will be with a presale link to go along with that. For now you will have to make do with the Finnish promotor's announcement etc.
Update
Presale happening right now! Get your tickets before they go on general sale next Monday.
Update #2
Tickets will now go on general sale next Thursday (May 27th) instead of this coming Monday (May 24th) due to Finnish politicians questioning how appropriate it is to lend the Senaatintori to events like this one. Ridiculous. Anyway, you guys know tickets are on presale here anyway so you guys are all good.
This is how the organizers had at least originally planned on using the square and Cathedral stairs for the show. 4,500 tickets available.
Update #3
Statement from Live Nation about the general sale date.
Live Nation News

That looks like such a beautiful venue. Of course, Dalhalla looks more amazing...
Damn you Europe, all the coolest looking concerts/festivals. But this band is really reaching for the stars, the venues are getting bigger and bigger. Next they'll be playing the Palace Of Versailles!
Yeah, I like the idea of using the cathedral stairs. I think it's very refreshing to see a band really actively searching for unusual places to play. Makes it more fun both for Arcade Fire and the crowds.
So this summer's upcoming tour..is it the tour for the new album or just like a random comeback tour?
It's definitely a tour in support of a new album which is likely to be out later in the summer.
